HR regulation in the UK is a hot topic—and for good reason. Human Resources remains one of the few professions where individuals can practise without formal qualifications or oversight. Yet HR professionals influence everything from disciplinary action and redundancy to workplace culture and wellbeing.

So how do we know our HR teams are equipped to handle these responsibilities?

This discussion paper explores the debate around whether it’s time for formal HR regulation in the UK should introduce regulation for the HR profession. Drawing on global comparisons, ethical considerations, business impacts, and real-life case studies, we explore:

  • What happens when unqualified HR leads to costly tribunal cases

  • How other countries like Canada have approached regulation

  • The role of voluntary bodies like CIPD in raising professional standards

  • Concerns from employers about red tape, cost, and flexibility

  • What a “middle ground” regulatory model could look like

This is a timely conversation about trust, accountability, and the future of people management.
